Oklahoma man charged with shooting death in St. Paul’s Battle Creek neighborhood:

He and the victim, a Milwaukee man, were in town for a wedding, investigators say

An Oklahoma man has been charged in the shooting death of a Milwaukee man last October in St. Paul’s Battle Creek neighborhood. The two men were in town for a wedding, investigators say.

Khoau Yang, 36, of Milwaukee, was found fatally shot Oct. 1 in the street in the 2100 block of Scenic Place, which runs between Pederson and Winthrop streets.

The criminal complaint against Jason Moua, 43, details the following allegations against him:

Officers who received a report of gunshots on Scenic Place found a man lying facedown. When they turned him over, he had a gunshot wound to his stomach. A trail of blood near his body led to a white shirt, two spent casings, a cell phone and a live round of ammunition. The casings and round had a stamp that said, “Gold Dot.”

The man, later identified as Yang, was pronounced dead at the scene.

During their investigation, police found information leading them to believe that Yang and Moua were part of a group that was in town for a wedding and staying at the Double Tree by Hilton on nearby Burns Avenue.

After visiting the Dog House Bar & Grill in Maplewood, Yang and Moua got into a fight in the car. The driver of the vehicle pulled over on Scenic Place and the group of men got out of the car. The fighting between the two men continued.

When the other men attempted to break up the brawl, Moua is said to have pulled a gun and attempted to pistol whip Yang in the face. Shots were exchanged between the two men during their struggle, and Yang was hit by at least one of them. According to the complaint, Moua then threatened to murder the other guys if they “snitched on him for shooting” Yang, pointing the gun at them and telling them to get back into the car.

Soon after returning to the hotel, the men dispersed.

A complaint filed this week charges Moua with one count of second degree murder with intent but not premeditation and one count of second degree murder not premeditation while committing a felony. On each count, he could spend 40 years behind bars.

According to the authorities, Moua has previous convictions for armed robbery, second-degree firearm assault, and helping an offender after the fact.

An arrest warrant has been issued for Moua.
