HMP Kilmarnock has been taken over by Scottish Prison Service

Bowhouse has officially moved into the public prison estates in what has been described as a “momentous” transition.

The Scottish Prison Service (SPS) took ownership of HMP Kilmarnock on Monday after being run by private firm Serco, on behalf of Kilmarnock Prison Services Ltd (KPSL) for the past 25 years

After the contract with KPSL expired on March 17, the jail became the first privately-run facility in Scotland to be placed under the public sector.

“HMP Kilmarnock is a well-run establishment with long-standing links to its local community and a determination to deliver the best possible outcomes for those in its care,” stated Teresa Medhurst, chief executive of the Scottish Prison Service.

“The top leadership team and the staff that work there deserve credit for the solid relationships that underpin the jail, which have surely contributed to its overall success.

“The transition of HMP Kilmarnock has been a singular and significant responsibility for all parties involved, and I express my gratitude to the SPS, Serco, and KPSL teams for their incredibly diligent efforts in making this happen.”

According to the SPS, the jail is well known for being a safe, secure, and well-managed facility with solid ties to the community and areas of best practices that the new operators hope to expand upon.

According to managers, these connections are essential to lowering the recidivism rate and assisting communities, judicial partners, and Scotland overall.

Mark Whittaker, the boss of Serco, paid homage to the employees who work year-round at the prison.

“Serco is extraordinarily proud of our 25-year history of managing Killie, as it has always been affectionately known,” the managing director of Serco’s justice sector continued.

Killie has not only given its inmates a respectable and safe atmosphere throughout their incarceration, but it has also been the most economical jail in the Scottish estate and had a significant positive influence on the lives of the inmates under our supervision.

“We are incredibly proud of our history, and we turn over the prison in perfect condition to the SPS.”

“I would also want to extend my sincere gratitude to all of our Killie staff members; we especially appreciate what they do on a daily basis, seven days a week, 52 weeks a year.

They are a remarkable group of individuals that handled a difficult and hard task with expertise and empathy. We wish everyone the very best for the future and are sorry to see them depart from the firm.
