Officers believe a man attempted to assault him in Lytham Road on Thursday afternoon.
A spokesman for Lancashire Police said: “He left the area before our officers attended and we need to speak to him to make sure he is OK.
“We have made numerous enquiries to identify this man and we are now asking for your help.”
A 30-year-old man was arrested as part of police’s ongoing enquiries.
He remained in custody for questioning on Saturday.
