As investigations proceeded, two individuals, ages 30 and 32, were held in custody, a force official stated.
They also said that a cordon along the river that was roughly half a mile long was supposed to stay in place overnight.
“We are now treating this investigation into this man’s death as a murder investigation,” Det Ch Insp. Tom Woodward declared.

“Although we are in the very early stages, we have a team of detectives working hard to try and establish the circumstances around what happened earlier this morning.”

Anyone with information about what happened was urged to contact police.
