Johnson, 19, whose contract with the Premier League side expired this summer, has agreed to a permanent move after failing to make a first-team appearance for Forest.
He did play in two EFL Trophy games for Forest earlier this season, against Carlisle United and Accrington.
Swindon have not announced whether they paid a fee for the player or how long his contract is.
